Staffing a new plant in Indonesia: search, BPJS, and the calendar
2 November 2026 · Sze Wing Lee
A greenfield plant in Indonesia is not “hire a director and turn on payroll.” Jakarta leadership and the Cikarang–Karawang–Bekasi estates are different markets. THR is a statutory extra month, not a bonus you add later.
Clock one: the search
Country general manager and plant director are retained search. First shortlist typically in 15 to 22 working days for most Indonesia briefs. A published food-manufacturer country GM took ten business days to the first list and fourteen weeks to offer, on a local employment contract. A published medical-device plant director in Tangerang took eight business days to the first list and seven weeks to offer.
Operators and technicians are a separate RPO pipeline against the line calendar. Do not post them from a regional inbox.
Clock two: the contract
In-country employment can hold the hire before a PT PMA exists. BPJS Kesehatan and Ketenagakerjaan registration, the provincial (and often district) wage floor, and a THR accrual set that calendar — not the five-day shortlist.
Foreign titles still need an RPTKA plan. Several roles, including human resources, stay closed to foreign nationals.
What to write in the brief
- Province and district of work, not “Indonesia.”
- Local contract or expatriate, before you interview.
- Weekly operator numbers if the ramp has a date, not one headcount total.
The Indonesia employment and hiring-guide pages carry the statutory figures. Use them before you issue the offer.
