13th month, Indonesia THR, and Vietnam Tet payments were booked as statutory extras — not optional bonuses.
Project background
The company paid in Indonesia and Vietnam and treated THR and Tet as bonuses it could cut. Local rules treat them as statutory extras. The dates do not move for a regional bonus meeting.
Payroll wrote those extras onto the calendar: calculate, approve, and pay on the statutory date — not from a regional bonus pool.

What we took from it
Once statutory extras paid on time, plants and sales seats stopped treating the festival as a negotiation. Headquarters accrued them instead of cutting them after the fact.
Renaming to delay a payment is unwound on inspection. Once the calendar is written, approval checks the headcount. It does not decide whether to pay.
For the next brief: list the extras and dates at take-on, in the cost, not in bonus policy.
