The client was building a consumer-lending street team in Mexico — field sales, promoters, and territory supervisors, city by city. Sales managers could not also recruit.

Headquarters issued one national number. Locally, transport and safety radius differ by city. Hires had to land in city waves, supervisors before the street, or week-one drop-off would sit on the pavement.
