Hiring in Egypt: labour law and payroll

Contracts and probation

Written contract

Put the job, pay, term, and hours in writing under Law No. 14 of 2025. Do not reuse 2003-law templates.

Probation

Probation must be written and is time-limited under the new law. Confirm the current maximum for the contract type before you draft.

Fixed-term

Definite-term contracts are recognised. Renewal and conversion rules changed in 2025 — do not assume the old chaining practice still works.

Hours

Working time and overtime

Hours

The labour-law framework commonly references up to 8 hours a day and 48 hours a week depending on the arrangement. Put the roster in the contract.

Overtime

Overtime requires a premium. Confirm the 2025-law rates for daytime, night, and rest-day work before you write a handbook.

Annual raise

At least 3% of the social-insurance wage each year, with a floor of EGP 250 a month — not a discretionary HQ merit cycle.

Minimum wage, 2026

The private-sector minimum wage and the social-insurance base are different numbers. These are not market salaries.

The insurable-wage ceiling means high earners do not pay 18.75% on their full CTC. Universal health insurance is rolling out by governorate and can add a further employer share — confirm the workplace governorate.

Procedure under the 2025 law

Termination and resignation process changed. Follow the new notice, documentation, and (where required) authority steps — not a 2003 playbook.

Notice and end-of-service

Notice and any end-of-service calculation follow the contract type and the 2025 statute. Put both in the hire plan.

Work-permit exit

For foreign nationals, cancel or transfer the work permit in line with the labour office. Leaving someone on a permit after the job ends is a file problem.
