Recruit in Russia

Hiring for foreign employers in Russia is now a compliance question as much as a market one. Demand sits in Moscow and the Moscow Region industrial parks, with automotive and chemicals around Kaluga and pharmaceuticals in St Petersburg. Unemployment is low and wage inflation is high, so counteroffers are common. The harder part is candidate willingness: senior people weigh the stability of a foreign-owned business against sanctions exposure, payment restrictions and the possibility of a forced exit.

Sourcing runs through hh.ru, direct approach and closed professional networks, because public employer branding is sensitive for foreign owners. Interviews are held in Russian, with English screening for roles reporting abroad. Employees resign on two weeks of notice under the Labour Code, so starts are fast once an offer lands. Payroll and payment routes are checked against sanctions before we contract, and where a client has no Russian entity the in-country employment options are narrower than elsewhere.

Local vs expatriate

Who we shortlist

Effectively all hires are Russian nationals, including specialists who left in 2022 and have since returned. Expatriate assignments have largely stopped. Foreign hires need a work permit, usually the highly qualified specialist route, whose salary floor is 750,000 roubles per quarter and rises sharply from March 2027; sector quotas on foreign workers also apply.

FAQ

How long to a first shortlist?
Fifteen to twenty working days in Moscow for most functions. Regulatory, government relations and plant leadership take twenty-five to thirty-five days, because the pool willing to join a foreign-owned employer is small and each candidate needs sanctions and reference checks.
Do you search local and expatriate candidates?
In practice we search Russian nationals only, including specialists who returned after working abroad. Expatriate moves into Russia are rare and permit-heavy under the highly qualified specialist rules. If a client wants regional oversight, we more often place a Russian-speaking manager based outside the country.
Which roles do you run most often here?
Country general manager and finance head for owners restructuring a local entity, plant director, supply chain head and regulatory lead for pharmaceutical and industrial manufacturers, and commercial director where the business still sells into the domestic market.
Can you run this as RPO as well as retained search?
Yes. RPO works for production operators, technicians, customer-service agents and field sales, where volumes are steady and screening is standardised. Senior single hires stay retained, because each one needs a discreet approach and a check on sanctions and counterparty exposure.
