Hiring for a new wind-turbine OEM plant in Vietnam — from the first local hires through the factory ramp.
Project background
The client was building a wind-turbine OEM plant in Vietnam. The entity and the line were still going up. Operators, technicians, supervisors, and the plant office had to arrive on a ramp calendar — not after a plant HR function was built.
Headquarters first planned to post jobs remotely from regional talent acquisition. Locally, technicians and supervisors are not sitting on job boards. The market around the plant had to be worked in person, against a weekly plan, not an application count.
Profile
- Operators and technicians first from a commutable radius, willing to shift work.
- Supervisors with like assembly or machining experience, able to run a shift in the local language.
- Plant HR and admin who can process onboarding and sit with the local manager — not only an attendance sheet.
- Do not drop a regional recruiter in as plant HR head.

After the workforce plan, the first operators and office hires started in week three. Later waves followed the line. Headcount closed in week twelve against the plan. Drop-off was replaced in the same week, not in a month-end dump.

186 people presented in the pipeline; 64 started after client interviews. Supervisor and technician drop-off ran higher than operators. Replacements were worked in the plant catchment, not sent back to a regional posting.
What we took from it
Embedded recruiters against the line calendar closed technician gaps faster than remote posting. Plant HR onboarded locally. Regional TA went back to support.
Waiting for the entity before hiring would have pushed the ramp another quarter. Writing shifts and commute radius into the plan beat relaxing the brief later.
For the next brief: weekly numbers, not one total. Replace drop-off as it happens. Do not run the pipeline as a CV pile.
