In-country employment in Singapore

Singapore is often a regional HQ seat or a first country manager for Southeast Asia.

The statutory stack splits in two: CPF for citizens and PRs, and a work-pass plus levy path for foreign employees. There is no general national minimum wage.

What sits on top of wages

CPF is the large add-on for citizens and PRs. Foreign employees do not pay CPF; Skills Development Levy still applies, and some passes attract a foreign-worker levy. These are statutory figures, not salary ranges.

Many groups incorporate in Singapore. In-country employment is still the usual path for a first seat, a bridge hire, or while the company is being set up.

Five points that change the hire

  1. 01

    CPF ceiling rose in 2026

    Ordinary wages attract CPF up to S$8,000 a month from 1 January 2026. Payroll that still uses last year's ceiling under-contributes.

  2. 02

    Foreign employees are not on CPF

    EP, S Pass, and Work Permit holders do not contribute to CPF. Do not copy a citizen cost model onto an expatriate offer.

  3. 03

    No general minimum wage

    Singapore does not set a national monthly floor. Progressive Wage Model rates apply in listed sectors such as cleaning, security, and food services.

  4. 04

    Employment Act overtime is not universal

    Overtime rules under the Employment Act apply to covered employees, not to every manager. Classify the role before you promise time-and-a-half.

    AWS is not statutory

    An annual wage supplement is contractual if you put it in the offer. It is common, not automatic.

FAQ

Can we hire in Singapore without incorporating?
Yes. In-country employment puts the person on a local contract. Citizens and PRs go on CPF. Foreign professionals need a work pass sponsored by the local employer.
Do foreigners pay CPF?
No. CPF is for Singapore citizens and permanent residents. Foreign employees are on a work pass, Skills Development Levy, and in some cases a foreign-worker levy.
What is the Singapore minimum wage in 2026?
There is no general statutory minimum wage. The Progressive Wage Model sets floors in listed sectors. Confirm the sector before you hire near the bottom of the market.
What is the CPF ordinary-wage ceiling in 2026?
S$8,000 per month from 1 January 2026. Additional wages (bonuses) have a separate annual ceiling of S$102,000 minus ordinary wages subject to CPF for the year.
