Recruit in Singapore

Singapore is where most Asia-Pacific headquarters sit, so foreign employers compete for the same regional leaders. Hiring is strongest in semiconductors and precision engineering around Tampines and Woodlands, pharmaceuticals and biologics on Tuas and Jurong Island, and commodity trading and payments in the central business district. The hard part is cost and quota: local candidates are scarce at plant supervisory level, and Employment Pass and S Pass rules shape every shortlist.

We approach candidates directly on LinkedIn, MyCareersFuture and JobStreet, and map regional headquarters teams role by role. English is the working language, with Mandarin, Bahasa or Japanese added when the role covers a wider territory. Interviews are usually two or three rounds inside a fortnight. Notice is commonly one to three months. Before an entity exists, ArkTalents employs the hire through in-country employment and runs CPF, IR8A and Skills Development Levy filings.

Who we shortlist

Plant, EHS, shared-service and customer-facing roles go to Singapore citizens and permanent residents, partly because of the Fair Consideration Framework advertising rule and COMPASS points. Regional commercial and general manager roles are more often expatriates on an Employment Pass, whose qualifying salary rises to SGD 6,000 a month for new applications, and higher again with age.

FAQ

How long to a first shortlist?
Ten to fifteen working days for commercial, finance and supply chain roles. Regulatory affairs, qualified person and government affairs searches run twenty to thirty, because the pool is small and Employment Pass or COMPASS eligibility has to be confirmed before we present anyone.
Do you search local and expatriate candidates?
Yes. We shortlist citizens and permanent residents first, which the Fair Consideration Framework effectively requires, then add expatriate candidates where the skill genuinely is not available locally. For those we check salary, qualification and COMPASS scoring before the client invests interview time.
Which roles do you run most often here?
Regional supply chain heads, plant and operations directors for Tuas and Jurong Island sites, EHS managers working to Workplace Safety and Health rules, regulatory leads filing with the Health Sciences Authority, and commercial directors covering Southeast Asia from Singapore.
Can you run this as RPO as well as retained search?
