Recruit in Indonesia

Indonesia is a large domestic market before it is an export base, so foreign employers hire differently here. Jakarta holds country leadership, finance, commercial teams and service centres. Manufacturing sits in the Cikarang, Karawang and Bekasi estates east of the city, with Surabaya and Batam as secondary clusters. The difficulty is depth rather than volume: candidates who have run multi-island distribution, handled BPOM registration and managed union relationships at an estate site are a small, well-known group.

ArkTalents approaches candidates directly through the consumer, industrial and healthcare employer networks in Jakarta, supported by referral work with distributors and estate operators. Bahasa Indonesia is the working language on site; English is expected at director level and above. First interviews are online, final rounds in Jakarta or at the estate. Notice is typically 30 days, longer for directors. Where a PMA entity is still being established, ArkTalents can employ the hire through in-country employment and run payroll including BPJS and the THR religious holiday allowance.

Roles

Roles we search most

General management

  • Country general manager

Indonesia country heads must manage a large domestic market, a PMA entity and local partners, which makes the search selective.

Local, with some expatriates · first shortlist 15-22 working days

Finance

  • Country CFO / finance head

Finance heads handle Indonesian tax audits, e-faktur compliance and PSAK reporting, and few candidates carry all three well.

Local, with some expatriates · first shortlist 15-22 working days

Manufacturing

  • Plant director

Plant directors are searched for the Cikarang, Karawang and Bekasi industrial estates that ring east Jakarta.

Operations directors are needed where distribution reaches beyond Java to Sumatra, Sulawesi and Kalimantan.

Local hire · first shortlist 15-20 working days

  • EHS manager

  • Supply chain head

Supply chain heads run Tanjung Priok flows and multi-island distribution, which is the hardest logistics problem in the region.

Local hire · first shortlist 15-22 working days

Regulatory

  • Regulatory / product-registration lead

Registration leads file BPOM dossiers and manage SNI and Halal certification, all of which gate a commercial launch.

Local hire · first shortlist 18-25 working days

Government relations

  • Government relations lead

Government relations leads work with BKPM, ministries and provincial governments on licensing and local-content rules.

Local hire · first shortlist 20-30 working days

FMCG & commercial

  • Commercial director

Commercial directors are searched for consumer businesses balancing modern trade in Jakarta with general trade nationwide.

Local, with some expatriates · first shortlist 15-20 working days

  • Sales head

Sales heads run distributor and sub-distributor networks across Java, Sumatra and eastern Indonesia from a Jakarta base.

Local hire · first shortlist 12-18 working days

Volume and shared services

  • Production operators (volume)

Operator hiring for estate plants runs at volume and is shaped by provincial UMP wage settings and union relationships.

Local hire · first shortlist 5-8 working days

  • Technicians (volume)

Technicians for packaging and process lines come from vocational schools in Bekasi, Karawang and Surabaya.

Local hire · first shortlist 8-12 working days

  • Customer-service agents (volume)

Customer-service agents are recruited for Jakarta and Yogyakarta service centres serving domestic and regional accounts.

Local hire · first shortlist 5-8 working days

  • Field sales (volume)

Field sales teams are built route by route because Indonesian general trade still runs through small independent outlets.

Local hire · first shortlist 5-10 working days

Local vs expatriate

Who we shortlist

Indonesian nationals fill nearly all finance, HR, regulatory, EHS and sales roles, and increasingly the plant director seat too. Expatriates are concentrated in country general manager and technical director positions. Any foreign hire requires an approved RPTKA foreign manpower plan from the Ministry of Manpower plus a work and stay permit; several positions, including human resources roles, remain closed to foreign nationals.

Questions

FAQ

How long to a first shortlist?
ArkTalents normally presents a first Indonesian shortlist within 15 to 22 working days. Government relations and BPOM registration searches run longer, often 20 to 30 days, because the relevant people are few, are known to each other, and rarely respond to anything other than a direct confidential approach.
Do you search local and expatriate candidates?
Yes. The default in Indonesia is local national hiring, supported by Indonesian returnees from Singapore and Malaysia for senior finance and commercial roles. Expatriate searches are run where a client's technical or governance brief requires it, and we confirm RPTKA eligibility for the job title before presenting candidates.
Which roles do you run most often here?
The most common Indonesian briefs are plant directors and operations directors for the Cikarang and Karawang estates, supply chain heads handling multi-island distribution, BPOM registration leads, government relations leads for licensing work, and national sales heads running distributor networks.
Can you run this as RPO as well as retained search?
Yes. ArkTalents runs RPO in Indonesia for production operator intakes at estate plants, packaging and process technicians, customer-service agents for Jakarta and Yogyakarta centres, and field sales teams built route by route for general trade. Single senior mandates stay with retained search.
