Recruit in the Philippines

Two hiring markets sit side by side in the Philippines. Metro Manila, Makati, Bonifacio Global City and Ortigas hold country management, finance and the IT-BPM and shared-service industry, with Cebu and Clark as established second sites. Manufacturing for foreign employers sits in the PEZA ecozones of Laguna, Cavite and Batangas. English fluency is broad, which speeds screening, but experienced plant directors and Philippine FDA registration leads are genuinely scarce and are recycled among the same employers.

ArkTalents sources by direct approach into named ecozone sites and service centres, supported by referrals across the IT-BPM community. English is the business language throughout, so screening is quicker here than elsewhere in the region. First interviews are online, final rounds in Makati, Bonifacio Global City or at the plant. Notice is usually 30 days under the Labor Code. Where no Philippine entity exists, ArkTalents can employ through in-country employment and run payroll with SSS, PhilHealth, Pag-IBIG and the statutory 13th month pay.

Local vs expatriate

Who we shortlist

Filipino nationals fill the large majority of roles, including most plant, finance, shared-service and commercial positions. Expatriates appear as country general managers and technical directors, often at Japanese and Korean manufacturers. A foreign hire needs an Alien Employment Permit, now processed centrally rather than through DOLE regional offices, plus a 9(g) pre-arranged employment visa, and the employer must show no qualified Filipino is available.

Questions

FAQ

How long to a first shortlist?
A first Philippine shortlist typically arrives in 12 to 18 working days, faster than most markets in the region because English screening removes a step. Philippine FDA registration leads, ecozone plant directors and government relations roles take 18 to 28 days given how small those pools are.
Do you search local and expatriate candidates?
Yes. ArkTalents searches Filipino nationals first, then the very large Filipino diaspora in Singapore, the Gulf and North America, who often return for senior roles. Expatriate candidates are presented only where the brief requires it, and we confirm Alien Employment Permit feasibility before shortlisting anyone.
Which roles do you run most often here?
The most frequent Philippine mandates are shared-service and BPO team leads, operations directors for service centres, plant directors and EHS managers for Laguna and Cavite ecozone sites, Philippine FDA registration leads, and sales heads covering Manila, Cebu and Davao distributor coverage.
Can you run this as RPO as well as retained search?
Yes, and RPO is the larger part of ArkTalents' Philippine work. Customer-service agent intakes, ecozone production operators and technicians, and provincial field sales teams are all run as managed volume campaigns with pipeline reporting. Country general manager or CFO appointments are run separately as retained search.
