In-country employment in Tanzania
Tanzania is often an East African operations or extractives seat. Minimum wages are sector-specific under the 2025 private-sector wage order, not a single national monthly figure.
Mainland Tanzania and Zanzibar are different labour systems. This page is the mainland stack unless we say otherwise.

Tanzanian employment contract — The person is employed under the Employment and Labour Relations Act, not as an unpaid visitor.
- ✓
You still manage — Your managers set the work. We run the contract, NSSF, and payroll.
- ✓
No company first — Start the hire before you incorporate. Convert later if you open a Tanzanian entity.

What sits on top of wages
NSSF, SDL, and WCF sit on top of gross. Sector minimum wages vary. This is not a salary survey.
| Item | 2026 rule |
|---|---|
| NSSF | 20% of remuneration in total; typically 10% employer and 10% employee (employer may bear more, employee share capped at 10%) |
| Skills and development levy (SDL) | 3.5% of gross cash emoluments for employers with 10 or more employees |
| Workers Compensation Fund (WCF) | 0.5% of cash paid, employer only |
| Minimum wage from 1 January 2026 | Sector schedule under GN 605A of 2025 — e.g. TZS 175,000 / month for unspecified sectors; higher in finance, telecoms, and other listed sectors |
| 13th month | Not a general statutory 13th salary |

In-country employment vs incorporating
A Tanzanian company is the usual long-term employer. In-country employment is for a first seat that should not wait on incorporation.
| In-country employment | Your own entity | |
|---|---|---|
| When to use it | A first country manager or operations hire before the company exists. | When you want your own Tanzanian company as employer. |
| Who employs | A licensed local employer holds the contract. Your managers direct the work. | Your Tanzanian company remits NSSF, SDL, WCF, and PAYE in its own name. |
| Zanzibar | Do not assume mainland NSSF and wage orders apply. Brief Zanzibar as a separate jurisdiction. | A Zanzibar entity follows Zanzibar labour and social-security rules. |

Compliance
Five points that change the hire
01
Sector minimum wages
GN 605A of 2025 sets private-sector minima by sector from 1 January 2026. Do not apply a single national monthly figure to a bank, a mine, and a farm.
02
NSSF is 20% total
The private-sector scheme is 20% of remuneration. The usual split is 10/10; the employer can pay more of it, the employee cannot be charged more than 10%.
03
SDL threshold
Skills and development levy at 3.5% applies to employers with at least 10 employees. A first single hire may not trigger it; a small team might.
04
Unfair termination
ELRA requires a fair reason and a fair procedure. An at-will exit clause copied from another jurisdiction will not save you.
05
Work permits
Foreign nationals need a residence/work permit. Localisation expectations apply in many sectors.
Questions
FAQ
- Can a foreign company hire in Tanzania without a Tanzanian company?
- Not on its own NSSF/TRA file without a local employing vehicle. In-country employment uses a licensed local employer while your managers direct the work.
- What is the 2026 minimum wage?
- There is no single national monthly wage. GN 605A of 2025 sets sector rates from 1 January 2026; unspecified sectors are TZS 175,000 a month, with higher floors in listed sectors such as finance and communications.
- How much is employer NSSF, SDL, and WCF?
- NSSF is 20% total (typically 10% employer). SDL is 3.5% of gross cash emoluments if you have 10 or more employees. WCF is 0.5% employer-only.
- Does this cover Zanzibar?
- No. Treat Zanzibar as a separate labour and social-security system.
